NEW DELHI: Even after Gujarat administration transferred more than 900 officials recently in deference to the Election Commission’s directions to move all poll-related officers serving in their home districts or posted in the same district for three years, the poll panel has noted that 51 more officers fulfilling these criteria are yet to be moved. Accordingly, it has asked the Gujarat chief secretary to immediately transfer the remaining officers, which include six senior IPS officers, and send a compliance report to it latest by 4 pm on Thursday.
Gujarat polls are expected to be announced soon.
The six senior IPS officers directed to be transferred by EC are currently posted in Ahmedabad city or Surat. The ones from Ahmedabad police commissionerate are additional commissioner of police (ACP) (crime) Premvir Sinh; ACP (traffic) A G Chauhan; deputy commissioner of police (DCP) (control room) Harshad Patel; DCP, Zone IV Mukesh Patel; and DCP (traffic) Bhakti Thakar. Only one IPS officer sought to be transferred is from Surat police commissionerate — DCP (crime) Rupal Solanki.
The EC had last week frowned at Gujarat chief secretary and police chief’s failure to comply with its directions dated August 1, 2022 to transfer the officials covered by its guidelines, a standard practice ahead of polls in a state or UT, and submit a compliance report to it by September 30. When no report was received by the due date, EC sent a reminder to Gujarat administration on October 19.
On October 21, the EC, peeved at not receiving the compliance report still, wrote to Gujarat chief secretary yet again, directing its instructions on transfer of officials be adhered to and compliance report sent to the commission immediately. Further, it asked Gujarat chief secretary and DGP to explain the circumstances “as to why the compliance report was not furnished…even after lapse of stipulated time-limit despite issuing of a reminder in the matter”.
The Gujarat government responded by carrying out transfers of 900 officersof all grades and services, including 17 senior police officers, in the poll-bound state. But EC records point to 51 more officers who would be directly connected with the conduct of elections and are still posted in their home district or have completed or shall be completing three years in a district before February 28, 2023.
The six senior IPS officers directed to be transferred by EC are currently posted in Ahmedabad city or Surat.
